A bewilderment of councils

I have just received an e-mail from a colleague asking if there is a collective noun describing recipients of our recent information e-mail addressed to 00localauthorities

Now, 00localauthorities as you have probably guessed is just a single file with all the individual e-mail addresses in it.

After some thought, I think the answer must be that if I was to coin a collective noun, I'd probably go for a bewilderment although the Metropolitans probably fall into a subcategory, an ingratitude...

I am awaiting his response...

Having dealt with a number of local authorities myself, I'd have to vote for an incompetence of local authorities.

Working for a local authority I'd agree with you.

Actually, working might be too strong a word as today I've removed two commas from a document, done a quiz on LJ and had my lunch.

All in 4 hours...
