Putting cows on top of buildings is fairly normal practice.
It is known as art.

There will be many all over the city. One year they were in Manchester and there were challenges to the general public to try and find them all.

I've seen them in other cities too - tempted to say they were in Budapest one year.

They come in all different colours. I've seen orange ones and there was once a yellow one with big green spots on Princes Street in Edinburgh.

We had dragons, more than 50 of them but the vandals thought they were put into the streets especially for them to destroy. That about sums up the mentality of a small but expensive minority in this tow.....city. Anything that just might have been a source of pleasure and interest for the majority of people and "they" destroy it. The only reason they haven't destroyed other sculptures is because most are made of bronze or steel and hurt when you kick them.
