It's one thing when I have to try to justify the system to people whose councils are nety contributors to the subsidy regime (ie they pay us rather than vice versa), but I find myself at a loss when faced with complaints where we pay them and have increased their allocations above inflation.

I shall be spending the next few minutes suppressing my sarcasm glands before preparing a response.
