I think he is protesting against animal vivisection, though I can't be entirely sure through the glass, two storeys up.

Quite where the other protestors are, I don't know. I expect they are a mile or so away, outside the correct Department (Department of the Environment, Food and Rural Affairs, or DEFRA), wondering where the police presence is.

But pointless, really.
