well I grew up with Tom Baker I'd guess - he's certainly the earliest incarnation i clearly remember... would be Robots of Death with those scary gold faced robots chasing the Doctor and Leela around a giant sandsifter thing.
But, thanks mainly to the "New Adventures" books its leaning toward Sylvester McCoy - certainly it's him I picture annoying Sherlock Holmes greatly in "All consuming fire", or hanging around with a pseudo- Iain M Banks's Culture in "The Also People"
