I see Libertarianism as something more structured than anarchy - there has to be some rules, some law.

It depends what people choose to do with the reduced level of control and restriction, not the concept itself that means that it can be exploited or lead to exploitation.

Similarly, anarchy can be a state whereby law, control and government is unnecessary because everyone co-operates freely and willingly, or it can be a state of complete chaos, with all that entails.
